Embeds payer documentation rules into the provider workflow at point-of-order. The 'fill out the prior auth form using the EHR data you already have' pattern.
DTR pairs with CRD (Coverage Requirements Discovery) and PAS (Prior Auth Support). The flow:
1. CRD: provider system asks payer "does this order need authorization?"
2. DTR: payer returns CQL-driven Questionnaire — DTR app prefills using FHIR data
3. PAS: completed bundle sent for auth decision
