ONC Certification (HTI-1/2)

ONC's certification framework for EHRs. HTI-1 (2023) brought US Core 3.1.1+, decision support transparency. HTI-2 (2025+) adds Bulk FHIR, patient app endpoints, AI transparency requirements.
